Additional municipal cents: mayors complain about delays in payment of these funds

The law in force provides for the income from the taxes of the Decentralized Territorial Collectivities (CTD) to be centralized by the State, which theoretically redistributes it at the end of each quarter. The non-repayment of municipal additional centimes (CAC) by the Ministry of Finance since the beginning of 2021 paralyzes the functioning of town halls. Many of them have not paid their staff for three or four months. In accordance with the law, these resources must be made available to the CPCs at the end of each quarter. What can justify this situation especially since the State does not know any cash strains according to the Treasury Department. These hiccups in the financing of decentralization lead some to wonder if the government will honor its word by effectively transferring the 15% of its budget intended for the CTDs. For more autonomy, some mayors are leading the way and calling for a reform of local taxation in Cameroon.
