A municipality must be carried by elected officials and by entrepreneurs
The development of decentralized local authorities will consist in revitalizing all the activities of production, distribution and consumption of goods and services. It will also be a question of ensuring the good management of the communal goods and the management of a local inheritance. Besides its own solutions as economic actors, the municipality should identify potential entrepreneurs and provide support for their activities. Thus, each municipality should establish an investor statute. The unit which should ensure the follow-up must establish the framework and formulate proposals for the hoped-for relations between the entrepreneurs and the elected officials.
