Stade Paul Biya, the government withdraws the contract from the Italian company PICCINI

Narcisse Mouelle Komb at the Olembe sports complex

The decision of the boss of Sports fell on November 29, 2019. The construction contract for the Olembe multisport complex is withdrawn from the Italian company PICCINI. The decision was taken this Friday, November 29, 2019 by the Minister of Sports, Narcisse Mouelle Kombi, also the owner of this infrastructure which houses a stadium of 60,000 seats. The boss of sports spawns a string of complaints against the now former stadium builder Paul Biya. Among others:
- Stop of work not authorized by the client;
- Abandonment of the site duly noted by bailiff and by administrative report;
- Business failure characterized by non-compliance with contractual commitments and related service orders;
- Proven subcontracting of contractual services without the authorization of the contracting authority;
- Violation of social legislation characterized by the accumulation of workers' wage arrears.
Mouelle Kombi indicates that the closing and settlement of the said market will be carried out in accordance with the regulations in force. We remember that it was in July 2017 that PICCINI launched the construction of the Paul Biya stadium in Olembe for an amount of CFAF 163 billion. The group gave several deadlines for the delivery of the works, but never respected. In recent months, strikes by employees have multiplied. The latter notably demanded payment of their salary arrears. Despite the pressure from CAF, which gave Cameroon nine months to complete this project, PICCINI was unable to restart work at a satisfactory pace. Thus, after several twists and turns, the divorce is officially registered.
