Cameroonian CTDs: administrative and financial autonomy at the heart of the debate.

Announcement of the 6th session of the Decentralization Diners

The mission of decentralization is to develop the territories through the Decentralized Territorial Collectivities (CTD) which must improve the framework and the living conditions of the populations. In order to achieve this goal, they need administrative autonomy and substantial funding. The "Decentralization Diners" sponsored by Senator Pierre Ngalli Ngoua, worked on Friday October 16, 2020 at the Yaoundé City Hall, on this worrying subject for experts, elected officials and municipal staff, and officials of central administrations, and on the theme: "The financing of decentralization: between hopes and constraints… construction of a discussed trajectory". Prof. Cyrille Monembou, Lecturer at the University of Yaoundé II in Soa, today's exhibitor recognized, among other things, the multiple skills devolved to CTDs by the legal arsenal in place. These powers lie in local taxation and the 15% state allocation, considerable leeway transferred by the state to the CTDs. However, the question is whether these means are up to the transfers. As it stands, the Cameroonian CTDs, which are 80% rural, are unable to mobilize the funds necessary for local development. To remedy this situation, the Agrégé des Facultés de Droit suggests the development of local entrepreneurship, intermunicipal co-operation and decentralized cooperation. His advocacy towards the central state focused on a real desire for decentralization. Indeed, with the law Nº 2009/019 of December 15, 2009 instituting local taxation in Cameroon, 22 matters are transferred to the CTD, which unfolds a boulevard of competences. However, in the current context where 80% of municipalities are in rural areas, local taxation cannot meet the needs of improving the environment and living conditions of the inhabitants. Hence his call for the establishment of a Marshall Plan for local development in our country.
