"No municipality is yet equipped with a municipal police force as defined by the law.
According to Luc MESSI ATANGANA, Mayor of the City of Yaoundé, any municipal police service currently operating as such within the communes of Yaoundé operates on the bangs of legality. The administrative authority considered that the latter was created outside the regulatory framework and is therefore "null and void". The General Code of Decentralized Local Authorities (CGCTD) specifies that the creation of a municipal police force is authorized by a decision of the municipal council, which sets out its powers, resources and operating rules. This deliberation is subject to the prior approval of the Minister of Decentralization and Local Development (MINDDEVEL). In addition, the provisions of the law of December 24, 2019 on the CGCTD are included in the decree of the Head of State of August 9, 2019, which sets out the modalities for the exercise of municipal police in Cameroon. The two texts provide that "two or more neighboring municipalities of the same department may create, by concordant deliberations, a single service in charge of the municipal police".
